If the rice floats to the top of the water, then it is plastic rice, and real rice should sink to the bottom of the big pan due to the weight. Drop some grains of rice in a hot pan, in which case, the plastic rice would sink to the bottom of the pan, and the real rice would float on top. The fake rice will float to the top of the glass of cold water, and the real rice will remain on the bottom. Now, you may know the reason fake rice floats at the top is that the fake rice is going to be mixed with plastic, and this is the reason.
Understand the rice floating on the top, this rice is fake, it is plastic. If rice ends up creating a thick layer at the top of your container, it is plastic. Because if it is plastic, it is going to begin to form a thick layer at the top of the pan.
When you are cooking the rice with the plastic, it is going to create thick layers on top and sides of the container. If you are not seeing any mildew or mold on some of the cooked rice at that point, then the foil may well be. If you do not see fungus/mold in the boiled rice, it may be because it has plastic. If the rice is real, you will not get any smell of plastic, just burnt rice. If the rice particles are made from plastic, the handfuls of rice will give off a plastic-like smell right after they are burned. If rice that is claimed to be made of plastic is forged, then it can give off an undistinguishable odor of burning plastic. Take some grains of rice and burn them with a matchstick, if the rice is really made of plastic then you will see that the product will curdle up and emit a distinctive smell, while the actual rice might blacken, but it will not emit a smell of plastic.

Since you are not done with the cooking, you can dispose the spoonfuls of the uncooked rice, then make real rice. You can test your rice cooker for water, and you will know for sure whether or not the rice cooker is working correctly.
