You can leave rice out for a short period of time, but it is not recommended to leave it out longer. Rice is susceptible to bacteria growth, so it is important to be careful when handling it and its better to store it in the fridge and consume within a few days.
Cooked brown rice should never be left outside for more than 2 hours, because this may increase the chances of microbes growing. Storing cooked rice at room temperature is discouraged because it may increase the chances of bacterial growth and food poisoning. When cooked rice is left out at room temperature for longer than 1 or 2 hours, it can harbor spores which may multiply and cause food poisoning.
If left at room temperature, cooked rice can have a risk of food poisoning because it contains bacteria spores. Cooked rice is extremely moist, which may become a breeding ground for bacterial growth if left out at room temperature for longer than two hours. Leaving cooked rice at room temperature only helps that bacteria to multiply and produce toxins, which could make you sick. Bacillus cereus can live after rice is cooked, and the longer the rice is left out at room temperature, the greater the chances the bacteria can multiply and potentially produce toxins.
Otherwise, Bacillus cereus spore-ridden rice may make rice unhealthy to eat, and can even result in food poisoning. Bacterial spores can be found in uncooked rice, and those spores can survive the cooking process. These spores, when grown to an unacceptable amount, can create toxins when rice is handled, chilled, stored, or heated correctly. If rice is left in the room temperature for an extended period, spores begin germination.
The longer rice is kept at room temperature, the greater chance of this bacteria growing and producing a poison. Even though it does not seem it, But toxins from that bacteria can exist in the expired or stale rice, which is not destroyed by the cooking temperature. Even though this bacteria may survive in the cooking process, if you are eating the cooked rice at a safe temperature, then the bacteria would not hurt you at all. Heating the freshly prepared rice or microwaving it does not kill the bacteria, so it is best to either eat your rice immediately after it is prepared, or properly store it in your fridge for use later.
By that time, your rice has probably been sitting in the fridge for at least four days, and is not any safer to eat. Even a day or so later, the rice in the refrigerator is going to get tough, but heating it up again rejuvenates the rice. Since repeated cold-thawing and heating processes provide a perfect environment for bacteria growth, it is best to heat leftovers only once and properly store the rice.
If you have been storing your rice under the refrigerator, but there is a change of plans right now, and you are not going to be eating them, let us say a week or two from now, then freeze your rice before the time you have been cooling down has passed. Rice that has not been cooked is usually infected by a bacteria from soil called bacillus cereus. That is because certain types of dried foods, including rice and pasta, contain a bacteria called Bacillus cereus, which produces a toxin when heated and left too long, according to the Centers for Disease Control and Prevention. Once the rice is cooked, Bacillus cereus bacteria grows and thrives in the wet, hot environment, particularly when other bacteria that might have been present originally are killed off during cooking. Some people wash or soak the rice overnight before cooking, in order to remove part of the starch that causes it to become sticky when cooked.
