Eating flour raw is not safe to consume and can cause serious illnesses such as food poisoning. I had been aware for several years that flour packets in the United States were now labeled Do not eat the flour, the dough, or the raw batter, which was, I presumed, a reaction to an E. coli outbreak from a pre-packaged cookie dough in 2009, the source of which was eventually traced back to flour. While many of us have grown up playing with, or even eating, raw flour in unbaked cookie dough, pizza crust, or, if you are my brother, home-made Play-Doh, it is highly discouraged by the Food and Drug Administration.

Because raw flour has not been treated to eliminate microbes, eating uncooked flour poses some of the same hazards as eating other raw foods, like E. coli, Salmonella, Listeria, and other bacteria that can cause food poisoning. The grains that flour is milled from are grown in fields, and, since much of the food grown outdoors is consumed, it is also consumed by harmful bacteria, like Salmonella and pathogenic Escherichia coli (E. coli). Salmonella and E. coli contamination is the most common food poisoning associated with eating raw wheat flour.

As the Centers for Disease Control has warned, eating uncooked dough or uncooked batter may make you ill, partly because of the bacteria present in flour. Allow two cups of the flour to cool fully, then you can use it safely for recipes or crafting projects where you may be swallowing. Flour right out of the bag may not look like a raw food, but until cooked or baked, it should be considered as such.

Keep raw foods out of other foods when baking, and keep in mind how easy it is for flour to get all over your kitchen because it is so powdery and powdery. Unless you are unconscious for an extremely long time, you cannot treat flour as if it were raw food.
